The Qatari residence permit provides its holders a set of services and features, such as applying for a driver’s license, a health card, buying a car, and even traveling to some countries, but permanent residence guarantees more features for its holders and provides them with services on a larger scale, such as job opportunities. Certain categories of individuals can obtain a permanent residence permit in the State of Qatar, provided that the required conditions are met.

According to Article 1 of Law No. (10) of 2018 regarding permanent residence, the State of Qatar grants permanent residence to non-Qataris, provided that four basic conditions are met:

  • The period of residence in the State of Qatar should not be less than 20 years for non-Qatar nationals, or not less than 10 years if the applicant is a Qatari.
  • Provides a legitimate means of earning a livelihood that suffices the needs of the permanent residence applicant and his dependents, and the minimum income for the residence applicant is required to be 20,000 Qatari riyals as a basic salary for workers in the government sector. In the case of workers in the private sector, the total salary is 30.000 Qatari riyals.
  • Good conduct and behavior, and the absence of a previous conviction with a final judgment in a crime against honor or trust, whether inside or outside Qatar.
  • Familiarity with the Arabic language.

Exceptions to the above conditions are:

  • Children of a Qatari woman married to a non-Qatari.
  • The non-Qatari husband of the Qatari wife.
  • The non-Qatari wife of a Qatari.
  • Qatari children by naturalization.
  • Those who rendered great services to the state.
  • People with special competencies that the state needs.

Individuals who meet the previous conditions can submit applications for permanent residence to the Ministry of Interior electronically through the ministry’s e-services portal and using a smart card, The application fee is 3000 QR.

The committee for granting a permanent residence card at the Ministry of Interior is concerned with considering these applications, and the committee submits its recommendations regarding applications to the Minister of Interior, who in turn grants the licensee a permanent residence card.
