Qatar Upgrades Hayya Platform to Target High-Value Residents

Qatar is making it easier for high-value residents such as investors, property owners, and skilled professionals to enter and stay in the country. The Cabinet has approved changes to the Hayya platform, expanding its purpose beyond events to support long-term residency for individuals with valuable contributions in business, technology, culture, sports, and the arts.

This move is part of a wider plan to position Qatar as a hub for innovation, investment, and creativity.

Legal system gets major updates

Alongside the Hayya platform changes, Qatar’s Cabinet also gave the green light to a draft law that updates the country’s Legal Practice Law. The aim is to modernize the legal system and make it more efficient, especially when it comes to appointing and managing state lawyers.

The new employment system for state lawyers and updated rules for handling lawsuits involving government agencies are part of a broader justice reform strategy that focuses on faster and more effective legal services.

New law to fight doping in sports

Qatar is also stepping up its efforts to keep sports clean. The Cabinet reviewed a draft law to combat doping in line with international standards. The legislation will support fair play and protect the integrity of sports in the country.

International cooperation and agreements

Several international partnerships were also approved during the meeting:

  • A security deal with Italy to help safeguard the 2026 Winter Olympics.

  • Employment and education agreements with Benin.

  • A maritime certification deal with Benin.

Qatar also committed to funding key UN and WHO programs for 2025–2026 and signed a letter of intent with the WHO to support Qatar’s health strategy through 2030.

Anti-human trafficking and business cooperation

To wrap up the session, the Cabinet reviewed progress made by the National Committee to Combat Human Trafficking in 2024. They also discussed the outcome of the recent Qatari-Russian Business Forum, where Qatar’s delegation focused on strengthening trade ties and economic collaboration.
