A major update from Qatar’s Cabinet: new exemptions and discounts have been approved across multiple ministries to reduce the cost of government services for specific residents.
The move, approved on May 2, 2025, follows recommendations from a technical committee reviewing service fees.

Who Gets the Benefit?
The changes mainly apply to:

Social security recipients

Seniors and retirees
Fee adjustments cover services ranging from health card issuance to traffic-related permits and public parking.
What Services Are Affected?
Ministry of Interior
Eligible residents will see reduced or waived fees on key services like residency permits and traffic-related processes.
Ministry of Foreign Affairs
For non-commercial document attestations, people with disabilities and social security recipients are fully exempt, while seniors and retirees get a 50% discount.
Ministry of Municipality
Everyone under the eligible categories can enjoy free access to public parking and parks.
Ministry of Public Health
Health card issuance will be completely free for all eligible groups.
Ministry of Justice
For off-site ministry staff services, people with disabilities and social security recipients won’t pay a fee, while seniors and retirees will pay a reduced rate of QR 200.
Ministry of Commerce & Industry
The Tamween card, which offers subsidized food items, will now be issued free of charge for all included groups.
