NAIA Terminal Fees to Increase by Up to 90% Starting September 2025

Flying out of Manila is about to cost more. Starting September 14, 2025, the Ninoy Aquino International Airport (NAIA) will raise its terminal fees for both local and international passengers — the first hike in two decades.

How Much More?

International departure fees will jump from ₱550 to ₱950 per passenger. Domestic flights aren’t spared either, with fees going up from ₱200 to ₱390. That’s nearly double the cost travelers are used to paying.

Why the Big Hike?

The Manila International Airport Authority (MIAA) says the move brings NAIA closer to regional standards, as current rates are among the lowest in Southeast Asia. The new fees were approved by the Department of Transportation, the Cabinet, and reviewed by the Asian Development Bank. Officials argue the added funds will help upgrade airport facilities and improve passenger services.

Who Gets a Free Pass?

Not everyone will pay the higher charges. Overseas Filipino Workers (OFWs), religious pilgrims heading for Hajj or Umrah, and athletes representing the Philippines abroad remain exempt.

The Controversy

The timing of the fee hike comes with the first anniversary of New NAIA Infra Corp. (NNIC) taking over operations. While the operator insists the extra money goes straight to upgrades, critics say privatization is simply making air travel more expensive. Some groups have even urged President Ferdinand Marcos Jr. to step in and suspend the hikes.

Don’t Forget the Travel Tax

On top of terminal fees, passengers still need to pay a separate travel tax: ₱1,620 for economy class and ₱2,700 for first class.
