Qatar is shaking things up for its government workers — and it’s all about rewards, family, and motivation. A new Civil Human Resources Law, issued by Emir Sheikh Tamim bin Hamad Al Thani, now offers an annual QAR 12,000 marriage incentive for each Qatari spouse and performance-based raises of up to 150%.
The update, known as Law No. 25 of 2025, aims to make public sector jobs more attractive while promoting family stability and excellence in service.

Performance Pays — Literally
Starting January 1, top-performing employees can now score salary increases reaching 150% of their grade allowance. Supervisors could also earn up to QAR 120,000 in annual performance bonuses, while standout staff might get fast-tracked promotions or extra rewards under government excellence programs.
And it’s not just about cash — non-monetary rewards were also bumped from QAR 3,000 to QAR 5,000.
Family and Flexibility at the Core
The reforms put families first, extending maternity leave to three months full pay, or six months for twins or children with disabilities. Parents can also accompany their hospitalized child and enjoy more excused hours and emergency leave each year.
Plus, even when both spouses work for the government, each gets their own marital allowance — a big step toward supporting young Qatari families.
Building a Happier, Smarter Workforce
Beyond paychecks, the law introduces part-time roles for students, temporary contracts, and professional certification stipends to attract national talent. It’s all part of Qatar’s long-term goal to create a motivated, innovative, and future-ready civil service.
